Visionics IBIS Mobile Identification System Receives an A+

Identification technologies specialist Visionics Corporation has released an update of IBIS mobile identification system performance in the first live test site in Ontario, California.

In October 2001, the IBIS system was deployed at the Ontario Police Department (OPD). In the first two months, over 490 transactions were completed and fifteen individuals with outstanding warrants were identified. The average response time from the field was two and a half minutes, the company reported.

"Given the success in identifying subjects with outstanding warrants in real-time, in only three months we have managed to see the positive effect that IBIS offers law enforcement," commented OPD Police Chief Lloyd Scharf.

Operation of IBIS

  • A handheld portable device, called a Remote Data Terminal (RDT), captures photographs, forensic-quality fingerprint images and magnetic stripe data.
  • Data is transmitted wirelessly to a laptop in the squad car and to the central IBIS server via police radio communication system or cellular network.
  • The IBIS server processes the data and transfers it to one or more AFIS databases, such as the Cogent Systems used by the OPD.

For example, if a fingerprint match exists, identification information is transferred back to the RDT. If there is no match, the fingerprint and photo files are deleted from the system.

"The real-time accuracy of the system makes IBIS an invaluable tool not only for law enforcement, but for other mobile scenarios as well — airport security, border control, sporting events, etc.," remarked Dr. Joseph Atick, chairman and CEO of Visionics.
