South Carolina Launches Statewide
Public Safety Communications System
South Carolina Governor Jim
Hodges has unveiled a statewide public safety communications
network, which dates back to 1989 when state officials teamed up
with Motorola following Hurricane Hugo.
The Palmetto 800 Network from Motorola provides interoperability
among state, local and federal public safety agencies.
Recently, South Carolina signed a federal agency access agreement
enabling agencies such as the FBI access to the network.
In any emergency situation, network users, including local and
state safety agencies, utility companies and hospital providers, can
now communicate directly with each other thereby improving the
ability to coordinate assistance.
Motorola said that Michigan, Minnesota and Indiana will also be
implementing the Palmetto 800 Network.
The Network is monitored around the clock and supports 10,000
portable radios in the state. It incorporates two-way radio
communications with encrypted security; software applications,
including computer-aided dispatch, 911 and 311 systems, and
automated records management systems; identification tracking
solutions, including fingerprint and photo-imaging systems, as well
as information management capabilities for criminal justice and
civil needs.

Carolina's integrated network for three layers of public safety
agencies (state, city and small counties) is very wise move. It
demonstrates that a state-wide wireless network is more
cost-effective, technologically superior and more secure than
individual networks implemented by every public safety agency - big or
small. Problem is more in jurisdictional politics than in economics or
technology. We encourage other jurisdictions to think at the same wave
length, so to speak.
