APCO Wireless Enhanced 911 Survey Reports Preliminary
Results
APCO (Association of Public Safety
Communications Officials) recently conducted a survey of its members
to get a picture of our progress on wireless 9-1-1, Phase II. As
expected, the survey indicates no Phase II systems are currently
operational (outside of test areas) and apparently none are being
actively installed.
APCO received 235 responses to the
survey, which was faxed or e-mailed to approximately 6,000 people.
PSAPs (Public Safety Answering Points) that are Phase-I operational
made up 36 percent of respondents. Although no respondents were
Phase-II operational, 22 percent of respondents had requested Phase
II technology.
Many responses represented more than
one PSAP. A breakdown of the number of PSAPs represented is as
follows: 208 responses represented between one and five PSAPs, 13
responses represented between six and 10 PSAPs, three responses
represented 11-15 PSAPs, and 11 responses represented more than 16
PSAPs.
This was a voluntary survey and not a
scientific sampling. APCO believesthat the responses are heavily weighted
in favor of more technically astute PSAPs, and the actual percentage
of PSAPs that are this advanced in wireless 9-1-1 is less than
indicated by the survey.
Working through the Project Locate
team, APCO is maintaining discussions with the wireless carriers and
the FCC to further wireless 9-1-1 technology implementation.
Joint APCO/NENA/NASNA Phase II
Waiver Review Project
October 1 key wireless date: As Oct.
1, 2001, rapidly approaches, wireless carriers are beginning to file
Phase II waiver requests with the FCC. These requests are based on a
variety of factors, including handset and equipment development, air
interface deployment and technical testing of location-determination
technology. Any waiver of FCC requirements is of great interest to

October 1, 2001. The carriers are dragging their feet. Current
economic slow down is not going to help.
